Functions Technology - Compliance
The Compliance Technology department within Functions Technology provides technology solutions to the Compliance business function which enable it to oversee Firm's businesses, ensuring that they adhere to Firm policies as well as securities laws, rules, and regulations to which the Firm is subject. The area is undergoing a step change in the level of governance and focus given to these activities, with the consequent increase in importance placed on technology solutions. The Compliance Technology group is responsible for the development and operations of a broad portfolio of compliance and surveillance systems across Barclays Investment Bank, including Global Markets, Anti-Money Laundering / Global Sanctions, Large Holdings, Control Room and Central Compliance. The Compliance department is spread across London, New York and locations in Asia-Pacific, as is the technology team. Primary technologies used include Java, Oracle, Sybase, SQL Server, Unix, Informatica, Business Objects, Actimize.

Overall purpose of role: Business analysis for the Wealth Trade Surveillance project within Functions Technology - Compliance

Key Accountabilities and Skills required:

o Key specific accountabilities
o Gather, analyze, validate and manage business requirements
o Produce clear requirements specification documents using a structured analysis methodology. Use data modelling techniques where appropriate
o Write functional & technical specifications for the upcoming business requirements
o Prepare process flow diagrams for the end to end requirements
o Analyze the data from upstream systems for correctness and completeness
o Write use cases, perform system testing and assist business users in UAT
o Formulate and produce test plans and test cases. Be involved in the various phases of testing to support development, to interrogate data during functionality testing, and to co-ordinate users and IT teams to achieve successful testing phases and quality assurance
o Stakeholder management and leadership
o Liaise with relevant project stakeholders within the Wealth Compliance business function and other Wealth technology teams
o Work closely with offshore technology development team in Functions Technology to ensure efficient delivery of technical solutions
o Decision making and problem solving
o Prioritise analysis of business requirements in line with project goals and deadlines
o Act as a key point of contact in resolving testing related issues

Risk and Control:
All Barclays colleagues have to ensure that all activities and duties are carried out in full compliance with regulatory requirements, Enterprise Wide Risk Management Framework and internal Barclays Policies and Policy Standards

Basic Qualifications
o Business analysis (requirements gathering and validation, specification development, data analysis, test design and execution) using structured methods or a recognized methodology
o Experience with full systems development lifecycle
o Experience of working in detail with Wealth products and processes
o Demonstrable ability to communicate and build relationships with members of the business and technology communities.
o Understanding of Capital Markets Domain
o Knowledge of business analysis methodologies and technology product lifecycles
o Ability to validate business requirements and develop functional specifications
o Ability to work closely with technical teams to design both technical and procedural solutions Solid SQL skills, very good technical understanding of Unix, SQL server, Oracle PL/SQL & Sybase
o Strong data analysis skills and ability to present the findings to the business users

Preferred Qualifications
o Advanced degree
o Team player
o Strong communications skills
o Experience of working with the Compliance function within an Investment Bank or Wealth Managment organization
o Background in software development would be considered a plus
o Background in project management would be considered a plus
o Knowledge of Wealth Actimize models and experience of their implementation would be considered a plus
o Ability to work with multiple stakeholders
o Must be independent and creative in approach to problems and issue; assertive and proactive
