Pm/ba - mifir/dii data and record keeping - reg change

This role is for a Project Manager/ Business Analyst to deliver large, business critical change. The role is required to support the implementation of new MiFIR/DII Data and Record Keeping across all asset classes as part of the Execution phase of the MiFIR/D II Programme.

Change manages large scale strategic cross function change Programmes within Barclays, typically providing the Programme & Project Management resources delivering front to back functional deliverables across organisational boundaries. The portfolio of Programmes changes year-on-year and is reflective of business growth and control objectives.

A PM/BA is required to define and manage the plan for a strategic and regulatory driven initiative. Duties of the PM will include:

* Primarily, to work with the Business, Technology, other MiFIR/DII Programme work streams and Data Authorities to articulate requirements and establish data attributes in the core bank applications
* Define a project governance structure and delivery roadmap rightsized to the delivery requirement for maximum efficiency
* Define relevant tasks for project across various stages of the project lifecycle
* Assist in all relevant stages of the Project's lifecycle including analysis, design, test & deployment/go-live
* Establish effective working relationships with key stakeholders and sponsors within global business units and delivery teams
* Define and input to comprehensive documentation, including project plan/ milestones, business requirements, process flow diagrams and management/ project status reporting
* Develop and communicate the regulatory change requirements with key shareholders from across the globe
* Ensure tasks are carried out in accordance within risk and control guidelines
* Carry out required pre and post go-live activities as appropriate
* Define stakeholder logs and ensure engagement accountability for different user groups remains clear throughout the project lifecycle
* Deliver change to agreed levels of quality as per Group standards
* Ability to take blockers and agree solutions across relevant stakeholders

Skills & Knowledge

* Broad financial services experience
* Good understanding of regulatory developments

* Strong analytical and management skills
* Data analysis (business process and IT)
* Excellent working knowledge of applicable internal policies and procedures

* MS PowerPoint, MS Visio, MS Excel, MS Project
* Agile Experience or Training

Experience Required

* PM/BA and Data Analysis experience on large scale change initiatives

* Experience managing front to back change delivery

* Previous exposure to Front Office banking environment
* Experience of Data Governance implementation and conformance
* In-depth Knowledge of Project Office and Project Management
* Previous experience of working on similar regulatory programmes (Dodd Frank, MAR/D, EMIR)
* MiFIR/DII experience highly desirable
* Demonstratable ability to build strong relationships with senior stakeholders
* Ability to lead the discussion across a senior business audience

* Highly organised, structured and result driven
* Proven desire to understand the content and not just the process
* Ability to operate in a fluid environment where roles and responsibilities are frequently changing
